AGC of America Presents a Build America Award to JV Team that Includes Contrack Watts Subsidiary Watts Constructors

At its annual convention the first week of April, the Associated General Contractors of America recognized the best construction projects from 2018 with Build America Awards. Of those honored, Naval Base Guam X-Ray Wharf Improvements was selected as best New Federal and Heavy project.

Guam MACC Builders JV performed work on the X-Ray Wharf improvements at the U.S. naval base located at Apra Harbor, Guam. Watts Constructors, a subsidiary of Contrack Watts, Inc., was part of the joint venture that included Healy Tibbitts and Obayashi Corporation. The project was completed at the end of 2018.

“This is a great recognition for the JV team and our company,” said Watts Constructors General Manager Shoja Rezvani. “To win a Build America Award from the Associated General Contractors is a significant accomplishment. Our project team and trade partners deserve an immense amount of credit for making it possible.”

The Naval Base Guam X-Ray Wharf services the U.S. Navy’s modern cargo ship fleet and its critical operations in the Pacific Rim, including the safe loading and unloading of supply vessels. To successfully deliver this project, the Guam MACC Builders JV team had to carefully collaborate with the Navy and other stakeholders to meet a tight schedule and comply with strict environmental requirements. Improvements to expand and strengthen the 742-foot berthing complex included a new sheet pile bulkhead with tie-back system, dredging, pile-supported trestle and mooring dolphin and new concrete and AC paving to strengthen the relieving platform area, as well as a new bilge and oily waste system and generator building.

The Build America Awards is AGC of America’s most prestigious recognition program to highlight the nation’s most significant construction projects. A panel of judges, representing all areas of construction, evaluated the submissions and selected the winning projects by assessing their complexity, use of innovative construction techniques and client satisfaction, among other criteria.
